Question: How are Nonappropriated Major Construction Projects evaluated?
Answer: The Construction Review Board considers the following factors when evaluating a project for approval: MACOM Priority, Project Validation Assessment recommendation to include the need for the project and return on investment, financial status of the IMWRF, APF support requirements, BRAC/Force Structure, and local community considerations.

Question: Why is a Project Validation Assessment required?
Answer: Congress has stated that projects should have a third party assessment.
Question: What is the key to successful submission of a Major or Minor Construction?
Answer: Need for the project and proper documented justification.

Question: What is a dual funded project?
Answer: A dual funded project is a project, which one portion is being funded by APF and the other portion is being funded by NAF.
Question: What is the Nonappropriated Fund Major Construction project approval process?
Answer: The process starts with the Construction Review Board recommendations to the Board of Directors for approval. The Board of Directors approves the program for submission to Congress through DA. Congress reviews the projects and approves the program.
