Q. I am a Battalion S-1 of a National Guard unit mobilized CONUS in support of Operation Enduring Freedom. We are a Battalion HQ with three other units assigned to us. Two units are located at Camp Dodge, IA, one in Charleston WV and the last at Ft Riley, KS. I am requesting information on who I need to contact about aquiring MWR funds for these National Guard troops on Title 10 status. Please help!

A. I would direct you to CFSC's website, under Financial Management | Documents | ALR Deployed/Activated Unit Fund LOI. There you will find detailed memos with instructions as well as point of contacts. Q. I need to speak with someone about my MWR Credit Card. Who can I talk to?

A. We are the proponent agency for the commercial credit card contract with J.P. Morgan Chase sometimes referred to as the "MWR Card". We are also the Liaison Office to AAFES and in partnership for credit processing with them OCONUS including the AAFES Star Card (sometimes confused with the commercial card). Q. Where can I contact the "Space Available" or Space A program?

A. There is no central telephone directory for Space A availabilities. Space A is performed on an as needed and as available basis only, at the local operations center on the local military installation.

Q. Is there a regulation covering the use of MWR telephone calls for deployed soldiers?

A. MWR has a specific program which does arrange to provide payphones for personal calls at various areas on post. Morale calls are an authorized use of military telephones assets to contact families back home and that is A CIO/G-6 mission outlined in AR 25-1. The reg. will outline what the commander is allowed to do and identify the CIO/G6 POC.

Q. Is there any way I can obtain large headshots (5x7- 8.5x11 inches) of people such as the president, the secretary of defense, etc.?  Thank you very much! Hope someone can help!

A.  The Army Website has downloadable official photos of Sec Army, Army Chief of Staff, UnderSec Army, Army Vice Chief of Staff and Sergeant Major of the Army.

Q. Where can I get information about available Army lodging facilities? I am planning a trip cross country, and would like to stop at Army facilities wherever possible?

A. Go directly to our travel pages on ArmyMWR.com.  There you will find information about Army Lodging and other travel opportunities.

Q. Hi, there used to be a program that had many available condos through RCI available for use at times when they were not being used. I can't seem to find this page? Is it still ongoing or not? Thank you.

A. Yes, The Armed Forces Vacation Club is a program run through Business Programs where vacant time-share properties are offered at greatly reduced prices to DoD folks.  Most are only available during off-season, but they have some really great deals. Q. Where can I get straight forward information on the threats of biological attacks?

A.  GSA offers Anthrax info onLine.  CDC has SmallPox info onLine.


Eligibility/Authorized Patrons

Q. Who can take advantage of the many opportunities and programs MWR has to offer?

A. MWR programs are open to Authorized Patrons only.  MWR programs are established primarily for active duty (AD) military personnel.  AD personnel receive first priority for participation or use if space is limited.  Ready and Selected Reserve members have the same priority as AD military personnel with regard to category C MWR activites only. Gray area retirees (retired reservists under age 60) have the same priority as regular Army retirees for use of category C MWR activities only.

Neither the Ready, Selected, or Retired Reserve without pay have first priority for categories A and B MWR activities.

Eligible family members may participate in MWR activities whether or not accompanied by the sponsor. Family members and guests
of first priority patrons assume the same priority. All others have equal access after first priority patrons, on a first come basis, unless
determined otherwise by the local commander.

Guests must be accompanied by authorized patrons and may participate in MWR activities, purchase items incidental to participation,
and consume food and beverages while on the premises.  Otherwise, guests are not authorized resale purchases.  Installation commanders (or delegatees) will approve local rules governing the number of guests and the frequency of use at specific facilities.
 

Q. Can full time Federal Employees use the armed forces campsites on military Reservations for camping,
and/or their military recreation or leisure housing?

A. Federal employees in the United States are not authorized patrons of military camp sites or recreational lodging facilities.  Federal employees in the U.S. may be allowed by the installation commander to patronize military club facilities, but it will vary from installation to installation.  It is a local decision based on a number of variables to include community relations.

Federal employees assigned in areas outside the U.S. are eligible patrons of military MWR activities, such as camp sites and recreational lodging facilities.

Q. I would like to check on my entitlement as a widow survivor, to use some of the travel services offered through MWR.   I don't know if i can use them or not since Ii am not entitled to fly space available.

A. As I understand it, according to AR215-1 Chapter 6 "Unremarried surviving spouses and families of military personnel who died while on Active Duty or in retired status" are authorized patrons of MWR programs and services.  But please check with the individual program to be sure about your current status.

Q. Do service connected disabled veterans who possess a disabled veteran's VA ID card have any MWR bennefits, exchange or commisary privillages? I ask because my uncle is a disabled veteran and he wanted to know what bennefits he had.

A. Only veterans with a 100% service-connected disability and an honorable discharge are eligible patrons of MWR and the post exchange on a military installation.  In most situations, the authorized patron may be accompanied by a guest.  On eligibility for commissary privileges, it is best to contact the nearest military installation commissary manager to determine the proper procedures and governing requirements.

Q. If I am retired and eligible, what do I do?

A. In accordance with DoD Instruction 1015.10, retired DoD civilians are authorized patronage of MWR programs and facilities at the discretion of the installation commander based on adequacy of facilities and space availability. It would be prudent for you to call ahead to the facility you want to use and inquire as to their specific patronage policy and, if authorized, what kind of identification you should present to authenticate your status as a retired DoD civilian employee.

Access

Q. I'm trying to obtain a document on your website, when I click on it, the whole browser shuts down.  I have to restart my machine.  When will you make the document available?

A. There has been reported some difficulties opening Word Documents on our website with Microsoft Internet Explorer.  Sometimes the browser binds up in the attempt.

There is nothing wrong with the Word Document, or the armyMWR.com website, there seems to be a problem with how Microsoft Office 2000 and Microsoft Internet Explorer work together.

There is available at Microsoft an upgrade  "patch" for Office 2000 which corrects the problem.  In the meantime, to avoid the problem, try either of these two solutions:

1.  in Microsoft Internet Explorer - right click the link to the Word Document and select "Save Target As..." from the dialogue menu.  Save the Word Document to the desktop, and then open it there.
2. Open the document in Netscape.


Contacting Soldiers

Q. A lot of soldiers and sailors are now deployed overseas.  Where can I send a nice note wishing them holiday cheer, and make sure some deserving soldier receives it?

A. I am sorry to say that due to the war efforts, "Operation DEAR ABBY" - the service to send mail to anonymous soldiers via the Military Postal Service Agency has been suspended. Keep the men and women who govern, and defend your country in your thoughts and prayers. There are a couple of virtual options you might want to consider:

1. Use a MARSGRAM - This is sponsored by the Military Affiliate Radio System and hosted by AAFES.  The link is odin.aafes.com/mars/marsgram.asp.
2. Use the Navy's message center (all branches accepted).  The link is AnyServiceMember.Navy.mil/nav4/.
 
Q. How can I contact a soldier I've lost track of?

A. Try this website called the Enlisted Records and Evaluation Center (or here).

Q. Can I purchase an advertisement on www.armyMWR.com?

A. ArmyMWR.com is an unofficial website, and therefore may contain advertising and commercial sponsorships. Visit the Commercial Sponsorship webpages for information on all Army sponsorship possibilities.

Morale Calls

Q. I'm inquiring into the MWR Call program for soldiers stationed in Iraq. I understand that a soldier can call a DSN number stateside and have his call routed to an outside line.

A. Morale calls are a command responsibility. The soldier who wants to make a morale call should go through his chain of command in order to schedule such a call. Each unit will have its own policies and procedures for this activity.

This U.S. Army Community and Family Support Center is not responsible for supporting morale calls. Our efforts are directed at meeting the leisure time needs of soldiers, however, you could try to call the Defense System Network (DSN) Worldwide operator at DSN 231-1311, get the number of the DSN switch nearest to their home, and call.

Scholarships

Q. Are there any college Army MWR scholarships available to children of active duty soldiers? If so, where can I apply?

A. Law and AR 215-1 prohibits MWR corporate sponsors and NAF from providing any funding for which a specific individual would benefit, such as scholarships. MWR sponsorships and NAF dollars must be used for the overall benefit to MWR and its patrons.
